About | Richard "Dick" Lee Skaggs - FHS Class of 1964 9/26/46 - 3/5/2023 Dick was born 26 Sept. 1946 in Fairfield, Iowa. He lived with his parents, Lyle F. Skaggs and Eleanor Claire Hutton Skaggs, when he was in high school in Birmingham, Iowa. He then transferred to Fairfield High School and graduated in the class of 1964. After graduating from college, he was married for almost fifty years and lived in Fairfield, Iowa and traveled to work for many years. Dick lived in Birmingham, Iowa with his son, until his death at the University of Iowa Hospitals and Clinics. He was cremated at the Fredregill Cremation Care at Baxter, Iowa. There was no known Celebration of Life or funeral. Education: Fairfield High School - 1964 He was senior class president, active in sports, basketball and in the summers baseball. He attended Parsons College and graduated from Northeast Missouri State University in Kirksville, Missouri in business administration and psychology. 1968 He continued graduate work at the University of Iowa, while working at the Mental Institute in Mt. Pleasant, receiving a Master of Arts degree in the area of guidance and counseling. 1975 Work: Dick worked in the summers on Uncle Bill's farm. He was employed at Dexter in the summers when he wasn't attending college. Dick's first position was at the Mt. Pleasant Mental Health Institute as a supervisor vocational rehabilitation-work assignment coordinator for the Department of Public Instruction. 1977 He also served a brief stint as director of program services at the MHI. His duties also included serving as part-time assistant superintendent at MHI, while assigned full-time to the Department of Human Services. In Nov. 1981 Dick became treatment services director for the Department of Human Services at MHI. He held that position for over 7 years. Dick then became administrator and supervisor at Rescare. He was administrator of a fifty bed residential facility in Bloomfield, Iowa. The clientele consisted of mentally retarded, mentally ill and the physically disabled. At the home office in Fairfield, Iowa and the surrounding areas in Iowa, he functioned as an administrator for all areas of the operation. Dick passed the Iowa Realtors exams and worked as a realtor part-time. Life experiences: Dick loved nature. He would look for mushrooms during the season and his other hobbies included hunting and fishing with a group of friends and relatives. Dick was well liked by many people at his work. He is missed by his friends, relatives and the workplace employees from many years ago. |
