About | William Walter Riggins II passed away peacefully on December 29, 2023, surrounded by his family. He was 82 years old. A lifelong Annapolitan, Bill was born on April 7, 1941 to Howard Edwin Riggins and Mary Virginia Stallings Riggins. He was raised in the Loretta Heights neighborhood of Annapolis with his brother Clifton and sister Sue. Bill attended Germantown Elementary School, Annapolis Junior High, and Annapolis High School, where he played varsity soccer, baseball, and basketball. After graduating from high school in 1960, Bill served in the Maryland Army National Guard. Bill was married in June 1965 to Carolyn Joyce Bledsoe at the old Edwards Chapel Methodist Church. Bill and Carolyn went on to raise two sons, William III and Timothy, in Hillsmere Shores. Bill and Carolyn were married for 38 years until her death in 2003. Bill worked for many years at the former Riggins Oil Company and then later at Merck. Bill enjoyed many hobbies. He loved boating, particularly fishing, crabbing, water skiing and cruising the waters of the Chesapeake Bay with family and friends. Bill had a lifelong love of tropical fish and raised a large variety of salt-water and fresh-water species. Bill was an avid collector of baseball cards, many of which he started acquiring as a boy in the early 1950s, as well as antique guns, model cars and trains. Bill loved cars, particularly the Chevy Corvette, which he had several of over the years. Later in life, Bill enjoyed his Boston Terriers, Lizzy and Toby, and participating in the Annapolis High School Reunion Committee. Bill was predeceased in death by his parents, Howard and Virginia Riggins, his brother Clifton Edwin ("Potsie") Riggins, sister Virginia Maxine ("Sue") Phipps, and his wife Carolyn Bledsoe Riggins. He is survived by his sons William Walter Riggins III and Timothy Ray Riggins, (Lyn), and grandchildren Tucker and Willow Riggins. Family and friends are invited to visitation on Wednesday, January 3, 2024 from 6:00 p.m. – 8:00 p.m. at Hardesty Funeral Home, 12 Ridgely Avenue, Annapolis. The funeral will be held at 11:00 a.m. on Thursday, January 4, 2024, at Hardesty Funeral Home. In lieu of flowers, donations may be made to Fish For A Cure.
