About | James R. Powell, 48, of Kwajalein, Marshall Island and formerly of Urbana, died Monday, July 5, 1999, in his residence. He was born on August 12, 1950, in Urbana, to Earl and Norma Jean (Crego) Powell. He was the Deputy Division Manager of Kwajalein Missile Range Support and was formerly the island Fire Chief. He also served for 12 years in the Urbana Fire Department. He was a U.S. Marine Corps veteran, Vietnam. He is survived by his mother, Norma Jean Powell, of Urbana; daughter, Holly (Jack) Russell; grandchildren, Taylor Lynn and James Lee Russell; sister, Lisa Ann Hay; brother, David (Becky) Powell, all of Urbana; nieces, Tara and Hana Hay, Kathy and Amy Powell; and a nephew, Tyler Powell. He was preceded in death by his father, Earl Powell, in 1998. The family will receive friends at the Walter-Schoedinger Funeral Home from 3 to 8 p.m. on Sunday, July 18, 1999, where funeral services will be held on Monday at 10:30 a.m. with Rev.
