He graduated from Penn State in 1965 and continued his education at U.S. Navy Submarine School (Groton), Naval Nuclear Power School (Bainbridge, Md.) and Nuclear Reactor Testing School (Idaho Falls, Idaho). He served as a lieutenant aboard the USS Pollack (1965-1970). He then served in the Judge Advocate General's (JAG) Corps of the U.S. Navy Reserves (1975-2003), retiring as a captain. Upon completion of active naval duty, Frank obtained his JD from American Law School in 1972. He practiced a variety of legal specialties with firms Copp, Brenneman, Tighe, Koletsky & Berall, followed by O'Brien, Shafner, Bartinick, Stuart, Kelly & Morris, and finally focusing on estate planning with O'Brien, Stuart, Eppinger & Collier. Frank retired in 2022. An avid and charismatic outdoorsman, fisherman, sailor, gardener, train buff, historian and lifelong learner, Frank enjoyed spending time at his family cabin in Potter County, Pa., camping with friends on Isle au Haut, Maine, and hosting annual Shad Bakes marking the spring run of American Shad. He loved researching family genealogy and any interests of his children, amassing collections of whimsy and elaborate storytelling. He was an active member of the Stonington and North Stonington communities, including the North Stonington Historical Society, Denison Pequotsepos Nature Center, Avalonia Land Conservancy, Stonington Small Boat Association, Wadawanuck Club, and several other organizations. Frank leaves his wife Monica (Freese) Eppinger; three children and their spouses, Erica (Eppinger) Fox and John Fox of Boulder, Colo., Kate Eppinger and Chase Carnot of Jamaica Plain, Mass., and James and Kaitlin Eppinger of North Stonington; three grandchildren, Sadie Fox, Violet Eppinger and Henry Eppinger; and a brother Edward Eppinger, of New Bedford, Pa. He is predeceased by his grandson Finn Fox. Please join a service of remembrance from 1 to 4 p.m. Sept. 29, at the Wadawanuck Club in Stonington.
